            Secretary, Transport Department Kenilo Apon while launching the Sarathi 4.0 at Regional Transport Office, Kohima on 7th August 2019 said that the digitization in the working system of the department is a big initiative and expressed his appreciation that our state is at par with the other states specially in the IT sector. He also assured that he will give all the support so that while discharging the duties any hindrance to their effort in development will be looked after.

            He also briefed that the Ministry of Road Transport and Highways (MoRTH) has entrusted National informatics Centre (NIC) with the task of standardizing and deploying two software, VAHAN for Vehicle Registration and SARATHI for Driving Licenses and of compiling the data with respect to Vehicle registration and driving license of all the state in state register and national register. The applications VAHAN and SARATH were conceptualized to capture the functionalities as mandated by the Central Motor Vehicle Act, 1988 as well as State Motor Vehicle Rules with customization in the core product to suit the requirement of all 36 States and Union Territories. Nagaland adopted the National software Vahan 2.0 for Vehicle Registration and Sarathi 1.0 for Driving License in the year 2008, he added.

            He also highlighted that Sarathi 4.0 is an upgraded web based application for driving license which is more transparent and citizen friendly system, enhanced range and quality of citizen -centric services, availability of real- time information on full transport data, improved security, integrity and availability of critical data, resolves data quality issues such as inconsistencies and duplications, better reporting analytics and other information services, consistent data sharing with external stakeholders, seamless integration with Gate-ways (Payments, SMS), multi-device and multi lingual compatibility.

            STD & ASIO, NIC Nagaland State Centre, Lanusungkum Aier introducing the history of Sarathi, said that it was introduced in the country in the year 2002 and in Nagaland (NL01) by the year 2008 which was offline mode/ distributed system in Client Server Technology with all parameters are Standard as per CMVR 1989 and MV act 1988.

            He mentioned that the upgraded Sarathi 4.0 version has many advantages since it is a complete web enabled version, centralized data base on the cloud, complete work flow based and facilitates all licensing activities through pc and mobile platform- internet connectivity.

            He also stressed on Vahan 4.0 which is a web based online application for issue of Vehicle Registration Certificate. This application is hosted centrally, at the National Data Centre, New Delhi and eliminates the need for local infrastructure at Regional/District Transport Level offices, thereby saving time and money required for day to day maintenance of the same. This system also minimizes the footfall of the applicants at the RTO/DTO office. By launching this web-enabled online application, the real-time availability of vehicle details/information will provide quality of service delivery to the citizen’s, government department and Stake holders. Since there will be one single database for the whole country, there will be ease of data sharing between DTOs/RTO’s/States and minimize issue arising due to database manipulation.

            The monthly departmental coordination meeting of Bhandari sub division was held at the conference hall of the Additional Deputy Commissioner, Bhandari on 7th August 2019. Chairing the meet, Additional Deputy Commissioner, Tiameren Chang, welcomed two NCS probation officers and others officers recently posted to the sub division.

            After reviewing the previous meeting minutes, the ADC expressed gratitude to the officers of the sub division for their concern and cooperation in gifting a traffic island to the denizens of the Bhandari town. He also thanked the public, the students’ and NGO leaders who were present, for their support in helping the government servants in bringing in innovative developmental initiatives to the public.

            The ADC also encouraged them to make use of the Ambulance service which was flagged off recently to assist the public in need with a very reasonable service charge.

            While discussing about preparedness for the upcoming Independence Day celebration, 2019, the ADC reminded the departments to carry out their assigned duties on time.

            In the meeting Deputy Director, Nagaland State Seed Farm gave a powerpoint presentation to highlight its departmental activities and stated that while it is trying to tap and exploit the full potential in the field of agronomy, it would help more if the department is placed with proper staff Quarters, good condition approach road and effective irrigation dam.

            SBI Bhandari branch also highlighted on their banking activities within the sub division and encouraged the members present to avail the benefits through banking under different schemes which are economic, business and education friendly for children.

            Power department was entrusted to highlight its departmental activities through powerpoint presentation in the next coordination meeting.

            ADC, in his closing remarks also stated that officers in charge of departments who make it a habit of not attending the Coordination meetings continuously for months should not make it a habit without genuine reasons and must participate in the monthly meetings as a platform for discussion with a purpose to deliver the best possible service to the people.

            Earlier in the day, the house along with public, church, NGOs and students’ leaders inaugurated the newly constructed Traffic Island, which was sponsored by officers posted at Bhandari sub division, 2018 to 2019 batch.

            Lochumlo Mozhui, women pastor, Baptist Church, Bhandari town pronounced the dedicatory prayer after it was inaugurated by Additional Deputy Commissioner, Bhandari, Tiameren Chang.

            An interaction session was held with Nikhi Chandra, Consultant Regional Center for urban and environmental studies Lucknow, Ministry of Urban Developmental, Government of India on 6th August 2019.

            Nikhil Chandra’s visit to Kiphire was to discuss proposals for the preparation of a detailed master plan for aspirational district of Kiphire. During the interaction session departments highlighted their departmental activities including the Medical Department where they stated that their mission is dealing with the rural people to promote health system in the district.

            Nikhil Chandra called upon the district officers to operate the database and also urged them to function uniformly for development in the area. He requested the district to use the funds judiciously for the aspirational district. He also stated that each house should be connected with water supply and asked the district Administration to design and implement the same for the benefit of the people.

            He also expressed concerned on the network facility in the district and further highlighted on the management and monitoring of farmers.

            Deputy Commissioner Dimapur, Kevekha Kevin Zehol convened a meeting with Heads of offices and Administrative Officers under Dimapur District at Deputy Commissioner’s Conference Hall on 6th August 2019 to discuss matters regarding the preparation for the 73rd Independence Day Celebration at DDSC stadium, Dimapur.

            In the meeting, work distribution for the celebrations were discussed and the departments were assigned with respective works. DC called upon all the departments to coordinate with the ADC in matters regarding preparation for the Independence Day celebrations and also informed that all the Independence Day parade contingent rehearsal would start from 8th Aug, 2019.

            Collection center building was inaugurated at Pangsha Old village under Noklak by C. Phuniang, SDO Civil Noklak on 6th August 2019. The center was constructed under NERLP for collection of Horti and agri products of the area with the objective to provide profitable market to the farmers.

            Speaking at the programme, SDO civil encouraged the gathering to make the fullest use of the center for the right purpose and take the best care of the building. He said that qualification is not required to be an entrepreneur, hence it is not like other job but open for all. He further thanked the NERLP for bringing such noble initiative in the area. Assam Rifles, village leaders, Church leaders and SHGs attended the programme.

            The Department of Personnel & Administrative Reforms in a notification informed that the Government of Nagaland has ordered transfer and posting of the following IFS/NCS/NSS officers with immediate effect:

  1. Lhoubeilatuo Kire, IFS, Additional Chief Secretary to CM, DUDA & EF&CC shall hold additional charge of Tribal Affairs Department.
  2. Nchumbemo Lotha, NSS, Additional Secretary, Cabinet Cell & PIMS shall hold Additional charge of Tribal Affairs Department.
  3. Vekusheyi Rhakho, NCS, Under Secretary, Geology & Mining is transferred and posted as Under Secretary, Tribal Affairs.
  4. Itwading, NSS, Junior Section Officer, P&AR Department, ‘AR’ Branch is transferred and posted as Junior Section Officer, Tribal Affairs Department.
