‘REMEMBRANCE, RECONCILIATION, REBIRTH’-75TH ANNIVERSARY OF THE BATTLE OF KOHIMA

            The 75th Anniversary of ‘one of the fiercest and toughest battle of WW-II was commemorated on 4th April, 2019 at RCEMPA, Jotsoma. It brought together, countries and people whose lives were forever altered by it, under the theme -‘Remembrance, Reconciliation, Rebirth.’

            Ambassador of Japan to India, Kenji Hiramatsu recounting the toll of the battle on thousands of precious lives, said that the peace we enjoy today is built over tremendous sacrifices and that Japan stands committed to never repeat the devastation of the war.

            Kenji Hiramatsu said that the relationship between Japan and the North- East region has become substantially closer and to help accelerate the development of the region and the people to people exchange, particularly among the youth, the Act East Forum was started two years back.

            Hiramatsu said that Japan has been implementing the IRIS program for youngsters from the region and added that Japan is willing to welcome people from the North-East through Technical Intern Training program, which he hoped would further strengthen the bond between the people. He further said that promoting of intellectual dialogue with North-east will help in facing challenges together.

            British High Commissioner to India, Sir Dominic Anthony Gerard Asquith during the commemoration programme said that General Slim view of the Nagas that ‘no soldier of the 14th Army will ever forget the admiration and affection,’ still holds true today by the children of the soldiers and because of the sacrifices made we are in a better place today. He said that India, Japan and UK stand together as three great democracies to work with each other for peace and prosperity globally and committed to facing todays challenges.

            CM Neiphiu Rio during the occasion said that post world war Nagas were witness to more war and bloodshed. However the past two decade have been peaceful and Nagaland is moving forward on the path of development. Nagaland has been partnering with JICA (Japan International Co-operation Agency) for various development projects. Rio expressed his hope for such projects with mutual support and co-ordination for the development of the state.

VALUE SYSTEM, TRADITIONS & CUSTOMS HIGHLIGHTED AT AOLEANG FESTIVAL AT KOHIMA

            Konyak Aoleang Festival was celebrated at Kohima on 4th April 2019 at NSF Solidarity Park, organized by Konyak Union Kohima.

            Principal Secretary to the Chief Minister, EF&CC, DUDA, Works & Housing, Lhoubeilatuo Kire speaking as the Guest of honour said that we Nagas have a linkage to our land and field for which we celebrate festivals invoking the God’s blessing when the sowing of the fields is done.

            He expressed that, one should not forget our value system, tradition and customs but should preserve the rich cultural heritage left behind by our forefathers, so that our identity will not lose but will be known to all the world. He also added that perpetuating our tradition will bring us great advantage in eco-tourism also.

            He mentioned that the initiative that the community has taken up in recognising a one day celebration especially for the women married to other families or outside the community is also commendable. Kire further encouraged all to take pride in our traditional attire, songs, dances and cuisines and to remember that our diversity can be our strength. He also hoped that the festival will be a pledge for Naga unity and called upon the Konyak tribe to carry forward the rich culture identity and be a torch bearer for other tribes.

            Addl. Secretary, Honje Konyak who spoke on the significance of Aoleang Festival, said that, Aoleang Festival is celebrated for six days from 1st April to 6th April after sowing seeds in new fields and marking the end of the current year and welcoming the beginning of the new-year with the spring season. He highlighted that, the main object of the Aoleang is celebrating the presence Wangwan, the divine spirit of blessings. It is the time remembering the ladies member of the family who are married to other families either within or outside community, he said. The second day is observed to bid final adieus to the dead souls, he said. Aoleang is the time to mark boys and girls adulthood called Suopanpu who shall start wearing traditional formal dresses and join the adults in singing and dancing from that day. Each day of the festival has its own significance, custom rituals and merry making. It is a festival of sharing and forging ahead with renewed vigor into the coming year, he further stated.

            The highlights of the day included Folk songs by Nyamnyei and Yinyihpa, Cultural dances by five units of Kohima-Chen Unit, Tobu Unit, Mon circle Unit, Wakching Unit, Aboi Uneo Longchang Unit. Welcome address was delivered by President Konyak Union, Kohima, Dr. Phola and vote of thanks was delivered by General Secretary, Konyak Union Kohima, Khongjah.

EO INSPECTS ELECTION EXPENDITURE REGISTER

            Expenditure Observer, L.P. Singh, IRS, who has been assigned to monitor election expenses incurred by the candidates for election to the House of the People from 1- Nagaland Parliamentary Constituency, inspected the expenses of all candidates at Commissioner’s Conference Hall on 4th April 2019 in the presence of Under Secretary, Border Affairs & Nodal Officer for Election Expenditure Monitoring, RO Office, Zuring Madeliang & Asst. Commissioner & Nodal Officer for Election Expenditure Monitoring, DC Office Kohima, Vineet Kumar, IAS.

            The inspection of election expenses is done by the expenditure observer in every election in accordance with the Commission’s instruction laid down under ‘Inspection of Accounts’.

            The 3rd & the last round of inspection shall be held on 8th April 2019 at Commissioner’s Conference Hall at 11.00 AM.

GENERAL OBSERVER HOLDS MEETING AT PHEK

 

            General Observer for Lok Sabha Election for the Phek district, Alok IAS held a meeting with the District Administration and Nodal Officers at Phek DC’s Office chamber on 4th April 2019.

            Various aspects relating to the Election including transportation and poll materials were discussed. DC & DEO Phek, Sachin Jaiswal, IAS briefed the official about the district and its preparedness for smooth conduct of the Lok Sabha Election. The observer also inspected the strong room in the DC’s Office.

CASTING OF POSTAL BALLOT FOR 26-AONGLENDEN BYE-ELECTION A/C, ON APRIL 6 AT DC OFFICE KOHIMA

 

            Casting of Postal Ballot for 26-Aonglenden By-Election Assembly Constituency, Kohima District will be held on the 6th April 2019 starting from 10:00 am to 2:00 pm at EDC Cell, Deputy Commissioner’s Office, Kohima.

            Therefore all voters who have applied for the same have been directed to come and exercise their franchise on the mentioned date and time. This was informed by SDO (C) Jakhama and Nodal Officer of EDC and Postal Ballot, Alemyapang Longchar.

GRADE IV POLLING PERSONNEL TRAINING AT KOHIMA

            Grade IV Polling personnel briefing and screening was conducted on 4th April 2019 at DPDB Hall, Kohima.

            Briefing on the role of Grade IV Staffs, EAC Kohima, Changsang stated that Grade IV staffs played a vital role and one of the most important component to help 4 polling officials at their concerned polling stations during the electioneering process. He sought their support and cooperation and urged them to work with dedication for the successful conduct of the election.

            Additional Deputy Commissioner Tuensang, M. Chaitanya Prasad, IAS has issued a notification that all the Presiding Offers directing them to come for EVM & VVPAT Certification at DC’s Conference Hall Tuensang scheduled on 4th April 2019 at 10:00 am to 11:00 am – 51 Noksen AC Presiding Officer, 11:00 am – 12:00 – 52 Longkhim-Chare AC, 12:00 – 1:00 pm– 53 Tuensang Sadar-1 AC 1:00 pm – 2:00 pm – Tuenang Sadar-II AC, 2:00 pm – 3:00 pm – 56 Noklak AC, 3:00 pm – 4:00 pm -57 Thonoknyu AC and 4:00 to 5:00 pm – 58 Shamator-Chessore AC.

2nd ROUND TRAINING OF POLLING PERSONNEL HELD AT OLD PEREN TOWN

 

            2nd round of Training for male and female Presiding officers, 1st polling officers and 2nd polling officers was held on 4th April 2019 at Town Hall old Peren Town. The training was addressed by ADC Peren, Albert Ezung and Vice Principal Government College, Albert.

            The polling personnel were instructed to take note of their assigned duties so as to avoid complications and failure during the process of election. Appointment letters were issued to Presiding officers inclusive of appointment letters of his/her team to make it convenient contact their respective polling personnel ahead of time.

HANDS ON TRAINING FOR FEMALE POLLING OFFICIALS AT TUENSANG

            DC and DEO Tuensang conducted the hands on training for the female Polling officials for the forthcoming parliamentary election of Tuensang District on 4th April 2019. Central Expenditure Observer for Longleng, Mon, Kiphire and Tuensang Deepak Bhai Zala was also present in the training along with H.P Gupta, Master Trainer of EVM and VVPAT.

PHOTO VOTER SLIPS ISSUED TO BLOs OF TUENSANG

 

            Booth Level Officers of Tuensang were issued Photo Voters Slips along with EPICs on 4th April 2019 at DC’s Conference Hall Tuensang by the Central Expenditure Observer Deepak Bhai Zala.

            Central Observer tagged the BLOs as most important election office agents with whose contribution the idea of free and fair election can be successfully applied in the grassroot level.

            DC and DEO Tuensang, Mohammed Ali Shihab also exhorted the BLOs to strictly apply the CEO notified IDs to identify the voters.

            The movie Nana (A Tale of us) was also distributed to BLOs as a part of SVEEP activity.

NO APPLICANT UNDER BHANDARI SUB-DIVISION FOR POSTAL BALLOT FOR 26-AONGLENDEN (ST)

 

            DC & DEO, Wokha, Dr. Manazir Jeelani Samoon, IAS has stated that in partial modification to the earlier notification dated Wokha the 27th March 2019, this is to inform all concern public servants under Wokha district who have applied to vote through Postal Ballot for the forthcoming by-election to 26-Aonglenden (ST) AC, Mokokchung 2019 that the Facilitation Center in the Office of Commandant, 7 NAP Battalion, Bhandari, stands cancelled as there was no application under Bhandari sub-division.

            As notified earlier, for the rest of applicants, postal ballot voting shall take place at the Facilitation Centre in the Office of Deputy Commissioner and District Election Officer, Wokha on the 6th April 2019, from 12 PM onwards.

            Hence, all concerned voters from the 26-Aonglenden (ST) AC, Mokokchung 2019 may kindly exercise their franchise on the mentioned date, time and place positively.

DC & DEO PEREN ISSUES ORDER ON REQUISITION OF HALLS

 

            In exercise & power conferred under section 160 of the Representation of the people Act 1951, DC & DEO Peren, Sarita Yadav, IAS has issued an order for requisition of offices/Institutions/Village Panchayat Halls and Town Council Halls etc in which the Polling stations are located under 6-Tening &7-Peren Assembly segments of Peren District for Polling purpose wef 9th to 11th April 2019, in connection with conduct of General Election to the 17th Lok Sabha 2019.

DC & DEO KOHIMA DIRECTS ARMS LICENSE HOLDERS

 

            The Deputy Commissioner & DEO Kohima, Anoop Khinchi IAS has again directed all the arms license holder under Kohima District to deposit their arms at the nearest Police Station. The order also stated that the arms license will stand cancelled against the failure.

EVM & VVPAT DEMONSTRATION AT MON

 

In connection with the Parliamentary election to the Lok Sabha 2019 demonstration on EVM & VVPAT set up by Mon District Administration was held at local ground on 03rd March 2019.

As a part of the Systematic Voters’ Education & Electoral Participation (SVEEP) campaign, the stall was set up for the visitors and the general public in the premises of Aoleang Mini Hornbill Aoleang festival 2019.

The EVM & VVPAT handling was demonstrated to the general mass which will continue till 5th March 2019.

POSTAL BALLOT FOR 26- AOLENDEN (ST) AC MOKOKCHUNG

 

            Deputy Commissioner and District Election Officer Zunheboto Shanavas. C has informed that all voters under Zunheboto district who are eligible to vote via Postal Ballot for the bye election to Nagaland legislative assembly, 26-Aonglenden (ST) AC Mokokchung 2019 may exercise their vote via Postal Ballot at the facilitation centre in the EDC cell in the office of the Deputy Commissioner, Zunheboto on 6th and 7th April between 9:00 AM to 12:00 Noon.

            DC&DEO Dimapur, Kevekha Kevin Zehol has informed that the Photo Voters Slip will be distributed by the respective Booth Level Officers on 6th & 7th April 2019.

            In this connection all the BLOs of Dimapur District have been informed to attend a short briefing on 5th April 2019 in the conference hall of the Commissioner of Taxes, Dimapur as per the schedule below

FINAL TRAINING OF POLLING OFFICERS TO BE CONDUCTED AT KIPHIRE

 

            ADC and Nodal Officer of Personnel Management Kiphire, Renny Wilfred, IAS in a circular informed that in partial to the modification of the office order the training for all polling officers will be held on 5th and 6th April 2019 at 10.00 am at Government Higher Secondary School (GHSS) Building Kiphire. Therefore the ADC requested all the concerned Polling officers to attend the training without fail.

DC KIPHIRE INFORMS DISTRICT OFFICERS TO BE REMAIN IN STATION

 

            DC & DEO Kiphire, M.Shayumg Phom has notified to all the Heads of Office and officers of all Government Department under Kiphire to remain station in the District Head quarter until the completion of the election process.  DC further informed that any Official wanting to leave the station should take prior permission from the Deputy Commissioner & District Election Officer.

            DC informed all heads of offices that unauthorised absence will attract penal provision under representation of people Act 1951 and section 174 of the IPC.

SIGNATURE CAMPAIGN ON CLEAN ELECTION AT MON

            Signature Campaign for the upcoming Lok Sabha Election 2019 was held at Local ground, Mon on 3rd April 2019.

            As a part of awareness, voter guide booklet pamphlets was distributed. Information on identification related documents required for voting, apart from Electors Photo Identity Card(EPIC) include Passport, Driving Licence, Service Identity Cards with photograph issued to employees by Central/State Government/PSUs/Public Limited Companies, Passbook with photograph issued by Bank/Post Office, PAN Card, Smart Card issued by RGI under NPR, Official Identity Cards issued SS MPS/MLAs/MLCs, Health insurance Smart Card issued under the scheme of Minister of Labour, Pension document with photograph, MGNREGA Job Card and Aadhaar Card.

            District Administration Mon organised Signature campaign in order to have clean election and to cast fair and clean vote. The Campaign was held at the premises of the Aoleang Mini Hornbill festival.

RURAL LIBRARIES INFORMED TO COLLECT BOOKS

 

            Directorate of Art & Culture has informed all the Rural Libraries enlisted with the Department of Art and Culture that books for 2017-18 may be collected from the Directorate of Art and Culture from 15th April 2019 to 31st May 2019 during office hours. All the Libraries has been informed to come with Library Round Seal and designation seal (President, Librarian or General Secretary), without which books will not be issued. On the expiry of the last date, books will be taken by the respective District Cultural Officers/Registering Officer to their respective Headquarters.

EX- GRATIA AND IMMEDIATE RELIEF GIVEN TO FIRE VICTIMS AT DIMAPUR

            Ex- Gratia and Immediate relief given to the victims of the fire incident which broke out on the 2nd April, 2019 at Selouphe ‘A’ Village, Dimapur by the DC & Chairman, District Disaster Management Authority, Kevekha Kevin Zehol, along with DDMA officials on 3rd of April 2019.

            The father, Vechikho Kheso of the 2 deceased children, Lt. Vedule (9yrs) and Lt. Metuvele (9 yrs) was provided Ex-Gratia of Rs. 4 Lakh for each of the deceased child. The Wife, Mrs. Akole was given Rs. 12,700/- as Ex-Gratia for sustaining severe burns of more than 50% and Rs. 10, 000 was given to Vechikho as immediate relief.
