             The farewell programme honoring Commissioner & Secretary, Youth Resources and Sports, Anenla S. Longchari, IAS was held at Hotel Japfu on 31st October 2018.

            Anenla, in her farewell speech, said she joined the Office of the Commissioner in 1982 and shared some of her past memories: with hardly anything to guide them those days as there were no complied set of rules and guide books but only the basic trainings from the ATI, and how she took help and guidance from her officers and even from her subordinates to perform her official duties.

            She also said government employees should create a good working congenial working environment in the office since we spend a better part of the day in the office making it ‘a home away from home’, and also need to adjust ourselves with our colleagues.

            Advisor Youth Resources & Sports, Er. Zale Neikha in his speech described the out-going Commissioner & Secretary, Anenla S. Longchari, IAS as the “Pillar and Rock of my fortress”, a guide and a mother like-figure, and an advisor in the business of administration. He also described her as a simple, trustworthy, dependable and down to earth person. He also said that since she took charge of the office as Commissioner & Secretary in January 2018, she changed the working system of administration and the department has been able to achieve soaring height of success.

            Others who spoke on the occasion were Director, Youth Resources and Sports, Akumla Chuba and Joint Secretary, Youth Resources and Sports, Limawabang Jamir. Short speeches were also delivered by representatives from NCC, Bharat Scouts & Guides, NYKs, DSOs, YROs and the Engineer Wing.              The Medical fraternity and various organizations of Longleng bid farewell to Chief Medical Officer Longleng, Dr. Kongyan Phom on his retirement on 31st October 2018 at CMO Conference Hall.

            Deputy Commissioner Longleng, John Tsulise Sangtam, in his short speech, pointed out that it was a mixed feeling but he called it as the biggest achievement and a blessing for a government officer to have retired in good health. He said that Dr. Kongyan has put all his effort and delivered his service to the people and appreciated everything that he has done during his time for the welfare of the district. DC said that the real achievement for government servant is known by how much one has made sincere and honest efforts in delivering service and justice to the job, and those are the happiest officers who will have a happy retired life with satisfaction and no regrets. He believed that the Retd. Doctor would be one of them. John wished him a very peaceful and a successful retired life. He hoped that Dr. Kongyan will contribute to the society even after retirement, adding further that the failures and success of one’s life becomes an asset when one retires from the job. DC hoped that he would use his time and past experience to connect with the society and guide people in a positive way.

            Retd. CMO, Dr. Kongyan Phom, in his farewell speech, reminisced about the first time he came back as the first and the only Phom Doctor in 1989. He spoke about the difficulties he encountered during those troubled times, where he used to go to Tuensang on foot to take the salaries and the obscurity he had on the way while going there, he could not even go for further Specialization since he was the only doctor in the district and his service as a doctor was in dire need, and in the hospital he would train the very few nurses since there was literally nobody to help him. Dr. Kongyan compared those days to the present day and pointed out that everything has been made easy at this digital age and that he is even happier to see many doctors in the district hospital.

            He requested all the NGOs, APGO, PPC and any well-wishers to contribute in the ongoing construction of labour room for the benefit of all the people in the district. Dr. Kongyan appealed to all the staff to co-operate, join hands and work hard for the betterment of the Hospital and the public in general.

            Earlier the program was chaired by DVBO (NVBDCP), Dr. Manyau Phom, invocation prayer by LTBC, Rev. Beau, special number from TNAI Unit Longleng, DPMU CMO office, and vote of thanks by DPO (UIP/RCH), Dr. Imnameren Phom.

            Short speeches were delivered by President of all Phom Graduates Officer, Angam; President, Phom People’s Council, Chingan Phom and Medical Superintendent, Dr. Toshirenla on behalf of District Hospital and Dy. CMO, Dr. Thungbemo Patton on behalf of CMO office.

            The program was attended by the staff of CMO and MS Longleng, Dr. Imtiwapang Aier DVBO (NVBDCP) Dimapur, ADC Longleng Temsuwati Longkumer, public leaders, doctors and nurses from District hospital and CMO office, Officers, Phomla Hoichem, representatives from Hukphang, Orangkong and Bhumnyu villages and all well-wishers.

            The Aadhaar based biometric attendance system was formally launched in the Directorate of Treasuries and Accounts in Kohima on 1st November 2018 by Principal Director, Treasuries and Accounts Department, K.V. Tiayanger Tzudir.

            The Principal Director in his maiden official interaction with the officers and staff of the Directorate said the Treasuries and Accounts is a prestigious Department where people look up to and he encouraged the Department to maintain a higher standard by following the rules and regulations issued by Government from time to time in addition to maintenance of financial discipline in the State. He emphasised that the office timing is from 9.30 am to 4.00 pm both for winter and summer and requested the officers and staff to follow the biometric attendance system (BAS) strictly and set an example to the other departments.

            He expressed his happiness that with the introduction of the BAS, the performance of the employees will improve and transparency will be maintained in attendance of the employees. He also acknowledged the support made by the IT Department in the installation of the BAS in the Department for the successful launch.

             The 1st time program of Seemanta Chetana Mancha Mon, Purvottar was held on 31st October 2018 at Congress Bhavan Mon. The programme was based on the theme “Awareness on Border Development, for a Prosperous Nation”. Deputy Commissioner Mon, Thavaseelan K, IAS graced the function.

             28 Assam Rifles under the aegis of HQ 5 Sector Assam Rifles carried out lecture on career opportunities on the theme of women empowerment at Government Higher Secondary School (GHSS), Chukitong under Wokha district on 31st October 2018. A total of 10 teachers and 70 students participated in the lecture.

            The participating teachers and students of the school appreciated the initiative taken by28 Assam Rifles and assured their unconditional support to Security Forces in future.

Wati Ozukum has informed all Village/Town Chairmen of Phek District that payment of various Pension Schemes under NSAP will be made according to the Sub-Division wise starting from 5th November to 11th December 2018 at DWO Office, Phek during the office hour.

            Therefore, the Village/Town Chairmen have been asked to collect the said Pension Scheme of their respective Village/Town along with Payment Book of concern beneficiaries and payment Register. Failing to comply within the stipulated date, no payment will be entertained.

             The Food Safety and Standards Authority of India, Ministry of Health & Family Welfare, Government of India in association with Health & Family Welfare Department (Food Safety Wing), Government of Nagaland is organizing a Pan India Cyclathon (Swasth Bharat Yatra) on the theme “EAT RIGHT INDIA” the yatra will cover Kohima and Dimapur Town.

            The cyclists will be arriving on 4th November 2018 with stopover on 4th & 5th November 2018. ‘Cycling Kohima Town well’ be held on 5th November 2018 from 6:00 am to 8:00 am, the cycling will start from PHQ junction, PR Hill, and Swasth Bharat Yatra Mela will be held at Kohima Local Ground from 10:00 am to 1:00 pm. The same programme will be held in Dimapur on 6th & 7th November 2018.



            A joint co- ordination meeting was convened at DC’s conference hall on 1st November 2018 with all the Heads of Offices in Kiphire to discuss regarding the cabinet meeting. The meeting was chaired by Deputy Commissioner Kiphire, Mohammed Ali Shihab IAS.

            The DC encouraged all the Heads of Offices to perform their duties sincerely and whatever works they are instructed should be done successfully. He added that Kiphire district is fortunate to have such kind of cabinet meeting so he encouraged them to take it as a privileged and to pray for the success of the meeting.

            The National Unity Day was observed at Longleng in commemoration with the birth day of Sardar Vallabhai Patel on 31st of October 2018 by organizing a Mini Marathon Run for unity. The marathon race started from the local football ground via Lampong junction Agri road to NST junction and culminated at the local ground.

            SDPO Longleng, Imtiakum instructed the participating students and also briefed on the significance of observing the birth day of the “Iron Man of India” as a National Unity Day in India. 31st October is a special occasion day for India to foster and reinforce the Government’s dedication to preserve and strengthen unity, integrity and security of the nation by celebrating it as Rashtriya Ekta Diwas (National Unity Day) to commemorate the birth of Sardar Patel, he said.  It was during the Patel’s term as Home Minister of India that he is credited for the integration of over 550 independent princely states into one India from 1947-49 by Independence Act of 1947.

            The first, second and third winners of the marathon race in the male category are Anglong of Good Shepherd School, Bushong of PPC Ward and Pangong of Leinak ward respectively. In the female category Ongchu of St. Joseph School, Lichang of St. Joseph School and Nyiemphu of St. Joseph School secured the first, second and third position respectively.

            With a sense of responsibility towards protection of environment and promotion of eco-tourism, the Biodiversity Management Committee (BMC) Pangti Village conducted cleanliness drive from Raphaphen (Aree Junction) to Amur Falcons Roasting Area on 30th October 2018.

            According to the Chairman, BMC Pangti Village, P. Thungchumo Shidio, the Committee cleaned and cleared all the litter and waste materials as well as installed bamboo made dustbins along the road sides from Raphaphen to Amur Falcons Roasting Area, under the Wokha District, Nagaland. The BMC Pangti Village assured to protect and conserve every Biological Resources at Pangti Village.



            Principal Secretary & Development Commissioner, Sentiyanger Imchen, IAS has informed all the AHoDs and HoDs that in collaboration with UNDP, a two-day workshop/seminar on building capacities for taking forward SDGs in Nagaland will be held on 13th & 14th November, 2018 in Kohima. Chief Minister, Neiphiu Rio will grace the inaugural session on 13th November, 2018 followed by Technical Sessions for all the Nodal Officers of the Implementing Departments of SDGs.

            Therefore, all the AHoDs and HoDs have been asked to make it convenient to attend the inaugural session without fail. Further, instructions may be issued to the nodal officer on SDGs of the departments to attend all the sessions of the workshop without fail.



            The Department of Art and Culture will organize Artists’ Corner at Kohima and Dimapur coinciding with the Hornbill Festival from December 1-10, 2018. The corner will have display and sale of art works, demonstrative Art in painting competition, art talk etc. with a view to promote and sustain local artists in their profession.

            The 3rd Satakha Division Inter-Departmental Badminton Tournament started at Indoor Stadium, Satakha on 1st November 2018 with Toniho Chishi, President Zunheboto District Badminton Association as the special guest.

            The inaugural programme was chaired by Nockpai Konyak, EAC Satakha, opening remarks was given by ADC satakha, T. L. Kuisumong Tikhir.

            All together 16 departments from satakha are participating in the three day event which will culminate on 3rd November 2018.

            The Home Department, in a notification, informed that the Cabinet meeting held on the 30th October 2018 had deliberated in length the immediate issue of recognition of Khehoi Village under Dimapur District and the complaint lodged by Lamhai Village Council on the matter and Ultimatum being issued by the Working Co-ordination Committee on Zeliangrong Land Issue (WCCZLI). The dire necessity for resolving the matter of Inter-District Boundary between Peren and Dimapur was also discussed and decided to constitute a Committee to take up the above issues with following Members:-

  1. Commissioner, Nagaland –           Chairman
  2. Secretary, Land Revenue –           Member Secretary
  3. Deputy Commissioner, Dimapur –           Member
  4. Deputy Commissioner, Peren –           Member

Terms of References:

  1. The Committee will physically verify the demarcation of the Village Boundaries between the two villages viz. Khehoi and Lamhai village and submit its report to the Home Department within 3 (Three) months for taking decision by the Cabinet.
  2. The Committee will examine and make an on the spot verification of the Inter-District boundaries between Dimapur and Peren and submit its report to the Home Department within 6 (Six) Months.
  3. The Committee may also take a reference to the exercise undertaken by R. Ezung’s Committee earlier and subsequent Notification issued vide GAB-3/25/2003 dated 20th Sept, 2013.
  4. The Committee may also hear and obtain the views/opinions of various Tribal Bodies concerned.
