            The Kohima District Planning and Development Board (DPDB) meeting was held at DPDB’s Conference Hall, Kohima on 16th September 2019 under the chairmanship of Advisor Urban Development and Municipal Affairs, Dr. Neikiesalie Kire.

            Reviewing the last DPDB meeting minutes, Grant-in-aid in respect of Christian School, Tseminyu, Old Town, DC Kohima informed that the Sub-Divisional District Planning and Development Board, Tseminyu has recommended and forwarded the matter to the Board, therefore basing on the fulfillment of criteria and recommendation, the Board decided to recommend the case for further submission to the Government.

            The committee for verification of the establishment of Koinonia Baptist School at Kezieke, Kohima, presented their report stating that feasibility of parking space was available and shared the School plans for the coming academic year and future as well. In regard to the Departmental profile, DC asked the departments which have not submitted their profiles, to submit reports in the next DPDB meeting. He also reiterated on the restricted use of plastics and requested the members to ensure that people cooperate and make this exercise a success. DC further informed on the revised list of Village Adoption Committee constituted in view of recent transfer and posting of officers and requested the members to finalize and submit their selected village/ward to the DPDB in the next meeting.

            In the meeting, SDO (C) Kohima, Longasen Lotha shared proposal on Institution of District Level Awards, streamlining of applications/proposals for Governor’s Award, Inter-Departmental Sport Meet and enforcement of ban on use of single use of Plastic in spheres of work for further deliberation and discussion. The Board deliberated on the proposal and members also shared their views and supported the proposal where the Board further decided and constituted two committees to evaluate and work out on these matters. Committee for Institution of District Level Awards was constituted with ADC Kohima as convenor, and members includes Principal Science College, Project Director RD, Chief Medical Officer, Kohima and District Public Relations Officer and Committee for Inter Departmental Sports Meet was constituted with SDO (Sadar) Kohima as Convenor and DYRSO as member Secretary and other members includes SP Kohima, General Manager DIC and Revenue Officer Kohima.

            The DC also informed on the facilities available for verification and authentication through, ‘Voters Helpline’ Mobile App, Common Service Centres (CSCs) where VLEs will assist on payment of nominal fee and Voter Facilitation Centres (VFCs) in the Office of the Electoral Registration Officers (EROs) and Assistant Electoral Registration Officers (AEROs) during office hours. He therefore appealed the members to avail the facilities and also to educate the people on the available facilities provided by the Election Commission of India and Election Department.

            During the meeting three societies presented their concept and objective of their society for registration where the board decided to forward it to the government for further necessary action.

            ADC Noklak, M.Chaitanya Prasad, IAS in a notification stated that the bridge (culvert) across     Lien stream at 11 Km from Chendang Saddle has been critically damaged and threatens to totally cut off the Sub-division from the rest of the State; the ADC notified on banning the movement of heavy vehicles from Chingmei to Noklak and vice versa with immediate effect till further notice. No vehicles above gross weight of 4 Tonnes shall be allowed to ply in the said road till the repair is complete. Until then, only the following categories of vehicles are allowed to ply:

  1. Tata 407 and similar class
  2. Mahindra Pickups. Tata 207
  3. Sumos, Jeeps, Boleros and other passenger cars.

            Further, Commercial vehicle and Taxi Service operators have been informed to strictly abide to the permissible carrying capacity of the vehicles. It may be warned that Defaulters will be fined and prosecuted as per the provision of the law.

            One day training workshop and Hands-on-training to Angikaar Resource Persons (ARP) under PMAY – HFA was held at DC’s conference hall, Longleng on 16th September 2019.

            In his welcome address the EAC Hq. Ihoilung Chuilo appealed to the Angikaar Resource Persons to make the best use of the training program and said “the success of the Angikaar program will largely depend on how you attended today’s program.” He informed that Government has launched various welfare programs and it is our primary duty to make the best use of it as responsible citizens of the country. He urged the ARPs to educate the beneficiaries and citizens in the best possible ways.

            Keynote address was delivered by Anghato, SLTC, PMAY-HFA and SBM – Waste Management was proposed by Hangti, LTC. District Coordinator on Ayushman Bharat spoke on Ayushman Bharat while Yangnya, CLTC PMAY-HFA spoke on Angikaar Module Registration & Validation of ARP, and Yongya spoke on Hands on Training. The program concluded with vote of thanks by Anghato, SLTC, PMAY-HFA.

            It may be noted that Angikaar is an Awareness Campaign for social behavioral change management, focusing on issues such as water and energy conservation, waste management, sanitation and hygiene for beneficiaries of complete houses under PMAT (U) through community mobilization and IEC activities.

            The objectives of the Angikaar are to create awareness to conserve and maintain basic amenities such as electricity, water, sanitation and solid waste management. Encouragement to adopt best practices for sustainable environment through rain water harvesting, solar lighting, tree plantation, etc.

            The activities of the angikaar will include door to door campaign by the ARP, Ward Level Activities like street play, puppet shows, vehicle announcements, awareness in schools through competitions, workshops, etc. Launch & Culmination event by PMAY (U) beneficiaries on 2nd Oct. 2019 and 10th Dec. 2019 respectively with events like organizing health camps, plantation drives, service desk, signature campaign, etc.

            The “Swatchhata Hi Seva (SHS)-Cleanliness is Service” campaign under the theme “Plastic Waste Shramdaan” for Dimapur District was launched on 16th September 2019 by Convenor, Zero Waste Himalaya Nagaland, Thangi Mannen.

            Delivering the keynote address at the launching programme held at DC’s conference hall Dimapur, Thangi Mannen, stated that the SHS, 2019 is the beginning of the process to achieve India’s commitment to eliminate all single use plastic in the country by 2022, as announced by the Prime Minister, Narendra Midi.

            She said that the campaign would be in three phases. From 11th September to 1st October 2019, which is the first phase, there would be awareness generation period, while the phase II, on 2nd October, there will be mass social work and phase III, from 27th October, would be marked with collection, segregation and transportation for recycling and disposal for which participation of all government departments, NGOs, individuals, institutions etc. would be required.

            During her speech, it was also mentioned that all the collected waste from all over the state would be coming to Dimapur for which she informed the Administration and DMC for arrangement of a bailing machine.

            Explaining the ill effects of plastic, she requested all to adopt the principle of “My Waste My Responsibility ” and to handle own waste through proper segregation and disposal and to bring about lifestyle changes and make conscious efforts to reduce and refuse plastic as much as possible.

            The programme was chaired by DC Dimapur, Kevekha Kevin Zehol; while the vote of thanks was proposed by Urban Development Officer and Member Secretary, Pangzangkokba.

            With the initiative of the Tuensang Town Council, Deputy Commissioner Tuensang, Mohammed Ali Shihab launched Swachhata Hi Seva (Cleanliness is Service) at CKS Hall Tuensang on 16th of September 2019.

            The programme was launched with the theme “Plastic Waste Shramdaan” and it was attended by representatives of all the wards, school students and several NGOs.

            Shihab expressed concern on the plastic waste management and advised all to be very keen on plastic waste disposals. He also exhorted that all the public should understand the concept of sustainability, so that our future generations should have equal accessibility to the quality environment like we enjoy today; and also our excessive consumption shall not hamper our future.

            On 14th September 2019, Poshan Maah Rally was flagged off by Sarita Yadav IAS, Deputy Commissioner of Kiphire. The rally started from the Deluxe Point Kiphire and marched towards the Hopongkyu Memorial Hall with the participation of around 500 people in the rally.

            Speaking to the gathering, Sarita Yadav highlighted the importance of National Nutrition Month from 1st September to 30th September 2019, and also informed that the Poshan Maah is a massive movement in the country to do away with malnutrition problems of the people. She further urged the line departments to continue to work in convergence so as to uplift the health and nutritional status among the children, adolescent girls, pregnant women and lactating mothers of Kiphire district.

            The programme was chaired by Linnette Kedila, Poshan Abhiyaan District Coordinator; and overview of the programme orientation was done by Itulungbe Ndang, DIO Dr. Pewezo Khalo spoke on the prevention of anemia for the pregnant women and adolescent girls and also mentioned about the five critical components of Poshan Abhiyaan: 1000 days of the child, anemia, Diarrhoea, hand wash & sanitation and Poshtik Again. Later DEO Kiphire, Deenabandhu Panda highlighted about the adolescent health and education.

            The rally was led by Z. Tsangkhuchu, CDPO (DWO) in-charge Kiphire with the Anganwadi workers, ASHAs, adolescents students, ward chairman, health workers, teachers and women organisation.

            Mon Block, Rashtriya Poshan Abhiyaan Convergence Action Committee organised various programmes for the on-going Poshan Maah month of September 2019.

            The awareness campaign was conducted under the themes community health, adolescent girls health and hygiene, community events, hand wash, supplementary feeding, take home ration.

            Leangnyu, Took Chinglen, Chi, Pongkong, Longkei, Mon Town, Mon Village, Wangla and Tang were the villages where the events had been held.

            An inauguration programme of Gravity Goods Ropeway, Collection Centre & Feed mill was held on 16th September 2019 at Punglwa Village under Peren District with Chief Operating Officer, World Bank in India, Dr. Hisham Abdo Kahin as the Special guest. The project was supported by North East Rural Livelihood Project (NERLP) under the Ministry of DoNER Govt. of India and aided by the World Bank.

            Principal Secretary of Rural Development, Bendangkokba IAS, chaired the programme, while the District Project Manager NERLP, Peren, Ruuvilie Kuotsu spoke on the progress of the project and vote of thanks was proposed by the State Project Co-ordinator NERLP, Peren, Ringsanbo Zeliang.

            Free vaccination for canine and feline species at Vety. Dispensary, Pughoboto would be organising on 23rd October 2019 till stock lasts. The public of Pughoboto and its adjoining villagers has been requested to avail the facility by compulsorily immunising their pet animals against the disease. According to the Chief Veterinary Officer, Zunheboto this initiative has been taken up as a special drive in curbing/controlling the dreaded disease on the request of Administration as well as SDPDB, Pughoboto.

            As a part of its continuing advocacy, One Sop Centre, Tuensang held an orientation program for the state government officers at DC’s Conference Hall on 12th September, 2019. The program was attended by officers from the Administration, Police, district HoDs and officers in the District. Welcoming the Officers for attending the program, OSC Coordinator, Chulong said since OSC aims to support Women who are affected by violence in private and public spaces, including workplace. She also highlighted about the range of services provided at the OSC for violence affected women like Police facilitation, Legal counselling, psychological counseling, medical aid and temporary shelter.

            PowerPoint presentation on the activities and cases taken up at the Sakhi OSC, Tuensang was also presented by the Centre Administrator, Chulong.

            DC Tuensang, Mohammed Ali Shihab urged all the stakeholders to render all support to the OSC so that the women of the District will benefit from OSC.

            Sakhi- OSC is a centrally sponsored scheme initiated by the Ministry of Women and Child Development, Government of India, intended to support women affected by violence. OSC is integrated with women Helpline – 181.

            Under Rashtryia Poshan Maah 2019, anemia screening camp was conducted at Wokha village Community Hall on 14th September 2019. The programme was organized by the Department of Social Welfare- ICDS, in convergence with Medical Department, RD Department (NLRM), community leaders and other line departments.

            Deputy Chief Medical Officer, Wokha, Dr. Zuben Kikon who enlightened the gathering about awareness on anemia said, anemia is a condition in which the blood doesn’t have enough healthy red blood cells in the body which leads to reduced supply of oxygen to body organs and this happens due to lack of vitamins and iron. He suggested to eat plenty of iron rich foods such as green leafy vegetables, lemon, amla, guava, iron-fortified cereals.

            Dr. Zuben also added that one can help prevent iron-deficiency anemia by eating a well-balanced diet including good sources of iron, vitamin b12 and folate. Stating that anemia leads to premature birth and low birth weight for baby and even maternal mortality, he urged to take the food supplements for precaution.

            Sr. Supervisor, ICDS, Wokha, Erenbeni Kikon while briefing about the celebration of Poshan Maah said, the entire month of September will be celebrated as the Rashtryia Poshan Maah-National nutrition mission. With the theme “Complimentary Feeding” focusing on the five pillars, firstly the first 1000 days of a child life, diarrhea prevention, anemia prevention, nutritional diet and hygiene, sanitation and safe drinking water. .

            She also stated that Poshan Abhiyaan intends to increase awareness among mothers of young children, adolescent, and community members, health care providers, adolescent girl child from 0-6 years, lactating mothers to achieve specific targets for reduction in low birth weight babies and prevention of anemia in the next three years.

            She also stressed on personnel cleanliness and hygiene for healthy environment, ensure safe drinking water and cultivating the habit of washing hands before eating and after defecation and added that every child should be provided full immunization under Universal Immunization Programme, infants to be given complimentary foods on completion of 6 months with breastfeeding to continue till 2 years and beyond and regular monitoring of the growth of infants and children.

            District Nodal Officer (NTCP), Wokha, Dr. Meribeni Odyuo informed that the second quarterly meeting of various committee members of District Tobacco Control Cell, District Level Coordination Committee, District Level Enforcement Squad & Flying Squad will be held on 18th September 2019 at 11:00 AM at the District Hospital conference hall, Wokha.

            The District Tobacco Control Cell, National Tobacco Control Programme, Wokha presented Axis Bank Wokha, Smile Dental Clinic and Dental Centre Wokha with certificates as Tobacco Free establishments. Tobacco Free certificates will also be presented to the already declared Tobacco Free establishments namely Deputy Commissioner Office Wokha and Dr. Motsuo Memorial District Hospital, Wokha.

            Addl. Deputy Commissioner and Electoral Registration Officer has informed that the Programme for Systematic Voters’ Education and Electoral Participation Programme (SVEEP) action plan will be in effect from 1st September 2019 till 15th October 2019.

            ADC & Administrator, Mokokchung, W. Manpai Phom has informed to all that the government notification regarding total ban on all single use plastic in Nagaland shall be strictly enforced and implemented within Mokokchung Municipal Council Jurisdiction and defaulters shall be penalized as per the MMC notification issued earlier.

            Further, it is to inform that non-woven poly propylene carry bags which are made of thermo plastic polymer also fall within the category of banned plastic item. Therefore, sale and use of it is also strictly banned within Mokokchung Municipal Council jurisdiction.

            Cabinet Sub-Committee Chairman, Pangnyu accompanied by two members Neiba Kronu and Kashiho Sangtam visited Lamhai Namdi Village along with Commissioner Nagaland, IGP Kohima, Deputy Commissioners of Peren and Dimapur Districts on 14th September 2019.

            Civil Societies of Peren District have submitted their Memorandum to the Cabinet Sub-Committee to substantiate the realities of Lamhai Namdi Village wherein they reiterated their stand that any boundary demarcation between Peren and Dimapur will not be accepted without the acknowledgement of the traditional boundary.

            The Task Force for Music & Arts (TaFMA), Government of Nagaland, in association with Tuensang Hills Accolade Society (THAS) Tuensang, will be organising Band Beat contest under the theme A Ticket to Hornbill, the winner of Tuensang district will directly take part in Hornbill Music Festival 2019 Dimapur. And For Choirs, Nagaland Choirs Olympics, which the winners of the district level will represent Tuensang district on grand finale which will be on 23rd October 2019 at RCEMPA Jotsoma, Kohima. The winner will get a chance to perform in the World Choir games 2020 at Belgium.

            Therefore the THAS has requested all the young talented youths across Tuensang district, not only those who resides in district hq, or tribal Hqs, but also from the village level not to miss the big opportunity. The THAS also prayerfully requested the Churches within the Tuensang district to promote young talented youths to take part in the form of Gospel Band and Church Choirs.

            Nagaland state dairy co-operative federation Ltd will be organizing a program on the launching of fortified milk with vitamin A & D in the state of Nagaland at hotel Japfü, PR Hill, Kohima on 17th September 2019 at 11 am.

            Advisor Animal Husbandry & Veterinary Services, Women Resources Development, R Khing will grace the function as special guest and Principal Secretary Dept. of Health & Family Welfare, R.             The National Achievement Survey 2017 which was administered across the country revealed lower achievement in Science in the schools of Nagaland. The NCERT as such developed interventions to achieve quality learning in Science in the ST dominated districts of Nagaland.

            Accordingly, a five day Capacity Building Programme starting from 16th September 2019 to 20th September 2019 is currently underway at the NBSE Conference Hall, Kohima for the secondary science teachers of selected schools. The programme is being organized by the NCERT in collaboration with NBSE, the 5(five) day programme aims to equip the science teachers on teaching of science, content analysis, planning and designing activities, developing teaching learning materials and assessment.

            In the inaugural session on 16th September 2019, Menukhol John, Principal Secretary, School Education & SCERT, Government of Nagaland, gracing the occasion as the Guest Speaker, exhorted the science teachers to extract the most from the training. He also urged the teachers to be sincere and creative in their works. He asked them to carry back the experiences gained and share it with their fellow colleagues.

            A four member faculty team from the NCERT, New Delhi comprising of Dr. K.V. Sridevi, Dr. Kalpana Maski, Dr. R.K. Sharma and Prof. Sharad Sinha will be the Resource Persons for this Capacity Building Programme.
