ADB OFFICIALS VISIT NAGALAND
Officials from Asian Development Bank (ADB) led by Country Director, Kenichi Yokoyama and his team visited Nagaland and held a meeting with the State government led by Chief Secretary of Nagaland, Temjen Toy, IAS at Chief Secretary Conference Hall on 15th April 2019.
The main purpose of their visit was for assisting and guiding in preparation of project proposals for external assistance for the state of Nagaland. This visit was part of the ADB’s programme for India’s North East paradiseunexplored supporting infrastructure planning and implementation for North Eastern Region Project Readiness Financing (PRF) and Technical Assistance (TA).
Senior Project Officer (Urban) Ashok Srivastava in his power point presentation stated that the infrastructure development in North East Region (NER) is critical to promote rapid, inclusive and sustainable growth. Regional integration as a gateway to connect ASEAN & South Asian countries as per India’s Act East policy. He also said poor infrastructure and limited connectivity have acted as roadblocks hindering the socio-economic development of northeast region.
On Project Readiness Financing (PRF) for North Eastern Region, the bank will assist the states to prepare quality DPRs and build readiness of the infrastructure projects mainly on infrastructure sectors such as roads, urban and power. One PRF may support multiple sectors within one state or multiple states covering single/multiple sectors. All north eastern states can access to this except Arunachal Pradesh, he stated. Key activities under PRF (1) are preparation of DPRs, feasibility studies for prioritized projects, detailed economic and financial analysis including financial and operational sustainability preparation of social & environmental safeguard plans, advisory support for advancing land acquisition and resettlement, environment-related clearance and shifting of utilities. Incorporation of innovate mechanisms and elements in the projects, advance procurement action, including preparation of bid documents, tendering and bid evaluations.
Key activities under the PRF (2); Assist project authorities to set up institutional processes, guidelines and decision making system for project management and implementation pilot testing of a project design to test its validity and to make necessary design adjustments ahead of implementation under any ensuing project, development of specific PPP project under transaction advisory services, support for project start up activities where EAs have capacity constraints. After PRF (1) & (2), there will be selection criteria, discussion issues pertaining to PRF followed by TA Grant, he mentioned.
During the meeting, the AHoDs & HoDs expressed their concerns about the pace of development and mentioned the need and importance of external assistance for rapid development of the state. Also, they suggested the plans and ideas of their respective departments for consideration of ADB for favour of assistance.

DC TUENSANG VISITS LITEM VILLAGE
Chairman DDMA and Deputy Commissioner Tuensang, Mohammed Ali Shihab, IAS visited the Litem Village on 15th April 2019. On the night of 13th April 2019 Litem village was struck by storm destroying 6 houses and one granary. Fortunately, no human casualty was reported. DC and chairman DDMA inspected the affected houses and relief aids were distributed to the victims.

DC KOHIMA INFORMS DDMA MEMBERS
Deputy Commissioner and Chairman DDMA Kohima, Anoop Khinchi, IAS has informed all the members that the District Disaster Management Authority (DDMA) Kohima quarterly meeting will be held on 22nd April 2019 after the DPDB Meeting at (10:00 AM) at DPDB Conference Hall, Kohima. The main agenda for the meeting is to update the District Disaster Management Plan (DDMP) for Kohima district. In this regard, DC has directed all concerned departments to come prepared with any valuable data or inputs to be incorporated in the plan. He further requested all the members to attend the meeting in person without delegating other officers

DPDB PEREN MONTHLY MEETING ON APRIL 17
Deputy Commissioner Peren, Sarita Yadav, IAS in a notification stated that monthly DPDB Meeting will be held on 17th April 2019 at 11:00 AM in DC’s Conference Hall New Complex, Peren.
Hence, all the members are informed to attend the meeting positively.
KIPHIRE OBSERVES NATIONAL SCIENCE DAY
National Science Day on the theme “Communicating Science for All” was held in Kiphire district on 13th April, 2019 at Hopongkyu Memorial Hall with Deputy Commissioner, Kiphire, M. Shayung Phom, as the Special guest.
While addressing the participants, he said that science is a reasoning subject, so he appealed all the students as well as the participants to be more creative and innovative, and also to take up beyond their presentation so that they can excel in their career in days to come. He requested the District Education Department to take up more initiative programmes for the students in days to come.
ADC Kiphire, Renny Wilfred, IAS who was also the guest speaker, said that he is so excited after seeing the participants from every school without failed. He stated that,” No Plastic” campaign will be soon started in every school within Kiphire so he requested all the students to take part on it. He also appealed to all the students to have ideas, to grow into a better citizen and make something which benefits the people.
Altogether, eight schools participated in the National Science Day. In the exhibition competition Langkuli and Sumit Saby from Saramati view Modern School bagged the first position while Sero and Roshan from Loyola Hr. Sec. School got 2nd position. Liopila and Manish kumar from Trinity High School contented with the 3rd position. During the programme a special number was presented by El Beth High School.
