JACOB ZHIMOMI OFFICIALLY LAUNCHES SWACHHATA HI SEWA IN NAGALAND
Jacob Zhimomi, Minister PHED, Nagaland officially launched the “Swachhata Hi Seva” – “Cleanliness is Service” program under the theme “Plastic Waste Shramdaan” on 11th September 2019 at DC’s Conference Hall Kohima, Nagaland.
Talking at the launch programme, Jacob Zhimomi highlighted the importance of sanitation and how it goes hand in hand with development of the state as a whole. He called upon every individual to come together and work collectively towards a cleaner Nagaland. He further urged the department of Urban Development to work towards declaring the State of Nagaland as Open Defecation Free State at the earliest.
Thangi Mannen, Rtd. Commissioner & Secretary and Convener, Zero Waste Himalaya Nagaland gave the keynote address wherein she delved into more details of the six week long program of “Swachhata Hi Seva” (SHS) starting from 11th September 2019 and ending on 27th October 2019. She mentioned that the SHS campaign aims at fulfilling Mahatma Gandhi’s dream for a clean India by mobilizing the masses and reinforcing “Jan Andolan” or “a people’s movement” towards sanitation and Swachhata Hi Seva (SHS) is celebrated annually since 2017as a tribute to Mahatma Gandhi’s ideals by mobilizing millions of people in creating awareness on access to safe sanitation, toilet usage, triggering behaviour change on cleanliness and sharmdaan (voluntary contribution/service) at public places.
Taking cognizance of the menace of single use plastics, the theme of this year’s SHS, 2019 is on plastic waste management. Prime Minister, Narendra Modi, in his Independence Day speech on 15th August 2019 made a clarion call to free India from single use plastics and called for a significant step to be made by 2nd October, the 150th birth anniversary of Mahatma Gandhi by all concerned. The SHS 2019 will begin on 11th September wherein large scale awareness and mass mobilization of plastic waste collection and disposal will be undertaken. The SHS 2019 will be undertaken in three phases with the first phase being the preparatory and awareness generation period: the second phase will be on 2nd October (150th birth anniversary of Mahatma Gandhi) which will be marked by a mass social work on plastic waste collection; the third and final phase will begin on 3rd October which will be marked by collection, segregation and transportation of collected plastic waste for recycling and disposal.
Elizabeth Ngully, Joint Secretary, Urban Development chaired the launch programme while Wonthungo Tsopoe Director School Education pronounced the vote of thanks.

ONE DAY WORKSHOP ON NPS HELD
Directorate of Treasuries & Accounts organized a one-day workshop on National Pension System (NPS) for all HoDs and Treasuries/Sub-Treasuries officers at the conference hall Kohima, on 11th September 2019.
Special Secretary (Finance) Govt. Of Nagaland, V Kezo, delivering his key note address, said that the workshop was organized to discuss issues on the huge financial implications faced by the state government caused by the NPS defaulting departments. He said that the NPS is not a complex matter and also not beyond the understanding of the HoDs and DDOs, but the refusal to acknowledge ones assigned duty.
He said the unwillingness of the HoDs and DDOs to address the problem of NPS is not less than a fraud to the state government. He urged the HoDs and DDOs to have more sense of responsibility and collect treasury challan every month so as to keep the NPS up to date. He further cautioned the treasury officers not to be in hand and gloves with the erring DTOs and HoDs.
Kezo said that state government along with the finance department, treasuries and AG are in the process of capturing data a little better then is used to be before and added that some abnormalities in data have already been detected. Kezo also informed the gathering that show cause notices will be issued to the defaulting departments for negligence of the HoDs and DDOs resulting in the loss of government money due to penal interest.
Kezo urged the officers to put extra effort in delegating responsibility to the subordinate and staff in matters like preparing correct bills and NPS uploaded on time as such small measures will go a long way in improving the quality of accounting and smooth functioning of all the departments.
Principal Director, Treasures and Accounts R.N. Yanthan said that the main objective of the workshop is for the HoDs to effectively implement the National Pension System in the state. He stated that it is embarrassing to see Nagaland in the last position in performance chart and he urged all the HoDs to be more responsible in the implementation of the schemes in their respective department. NAGALAND STATE LEVEL SCIENCE SEMINAR 2019 HELD IN MOKOKCHUNG
Organised by the Directorate of School Education, Nagaland and hosted by the District Education Office, Mokokchung, Nagaland State Level Science Seminar 2019 was organised with the topic, “Periodic Table of Chemical Elements: Impact on Human Welfare” was held at Town Hall, Mokokchung on 11th September 2019.
Speaking during the programme as special guest, DC Mokokchung asked the students, not to see science only as a subject but to look from the perspective of how science have contributed in human lives. He said one need to focus and understand the basic and fundamentals of science to be comfortable with the subject. DC further urged all the students to make use of the programme to make more knowledgeable.
Earlier, welcome address was proposed by DEO Mokokchung, Sademmongla, keynote address was delivered by Dy. Director (DSE), Limadangit Jamir and special songs were presented by G.H.S Dilon and Edith Douglas H.S.S, vote of thanks was proposed by ADEO Mokokchung, Satemkala while Sr. Principal MGHSS chaired the programme.

PHEK DISTRICT PENSIONERS’ ASSOCIATION OFFICE BUILDING INAUGURATED
Phek District Pensioners’ Association Office building was inaugurated by Krodi Rhetso, Commandant 5th NAP Phek on 11th September 2019 at DC complex.
He thanked the pensioners associations for successfully working towards the public service which had contributed a lot for uplifting towards nation building and asked them to continue their mission.
He appreciated the president and his colleagues for continuously working hard and selfless support for upliftment of the society.
A prayer was pronounced by Rev. Nuvosayi Vese, Pastor, Bible Hill Baptist Church, and special number by Vepasa & friend; Special prayer for the pensioners was pronounced by Rev. Dr. Thepucuyi Khesoh Pastor PTBC, and vote of thanks was pronounce by Shesuyi Vesie, Executive Committee member (PDPA).

COMMITTEE FROM CENTRAL GOVERNMENT VISITS MON
To look into the developmental issues and special needs of Mon District, a Multi-Disciplinary Committee team of six members from the Central Government visited Mon District on 10th September 2019. The committee held a meeting with the district HoDs and representatives of civil societies at DC conference hall, Mon.
The team was led by Dr. AP Maheshwari, Chairman & Special Secretary (Internal Security). The other members of the team were Dr. Ashoke, Director, RRC, NE, H&FW; Kabilan, Director, NE, Niti Aayog; Henok Buchem, Deputy Secretary, Govt. of Nagaland; Ajay Kumar, Director, Drinking Water & Sanitation and Arun Srivasta, DDG (DRD), Tourism.
A Presentation of “Mon District at a Glance” was given by the DC Mon, Thavaseelan K. IAS. In the presentation, sectors such as Health, Education, Agriculture & Allied services, Tourism, Opium & Drug De-addiction and Infrastructure were pointed out as the focus areas of development.
The Superintendent of Police, Mon, Imnalensa, IPS gave a highlight of the problems pertaining to the security scenario in Mon District. The various departments and civil societies such as the Power, Medical, PWD, National Highways, Education, PHED, Agriculture, Horticulture, Land Resources, Wankhao Govt. College, Mon, Govt. Higher Secondary School, Konyak Union and Konyak Woman Organisation presented their grievances and challenges they have been facing to the committee.
The committee gave their assurance to look into the problems, identify the gaps and to present the ground reality to the central government and also expressed their hope to do justice with the grievances and problems that has been presented to them.

MULTI-DISCIPILINARY COMMITTEE PROGRAMME HELD AT CHESSORE HQ
The proposed Multi-Disciplinary Committee programme was held at Chessore SDO (C) Office on 10th September 2019 with a grand guard of honour from Village Guard (VG) Chessore Village. Anjana Dube, Dy. Director General (Deptt. Financial Service) spoke of financial schemes like Kevan Jyoti Bhima Yojana, Addar Pension Yojana etc. She also promised to look into banking facilities. The programme was attended by H.C. Mandal, Chief Engineer (NE Zone, MoRTH) and Deepak Chanduka (DDG, Telecommunication). On behalf of public, Y. Kiumukam, President Chessore Area Public Forum (CAPF) spoke. Earlier the programme was chaired by T. Lankonsen Tsanglao ADC Shamator, Invocation by Toki Allen, Pastor Chessore Village.
MDC (GOI) VISITS TUENSANG
Multi-Disciplinary Committee, Government of India comprising of four members visited Tuensang on 10th September 2019. The team members were Rambir Singh, Joint Secy DoNER; H.C. Mandal, Chief Engineer NE Zone; Anjana Dube, Deputy Director General, Finance Services and Deepak Chanduka, DDG Telecommunication convened a meeting with District Administration, all district offices and civil societies’ representatives at DC Conference Hall Tuensang.
PWD (R&B), Highways, Education, Health and family Welfare were given chance to highlighted the grievances and all the developments and line department are made to submit the grievances in hard copies.
The Deputy Commissioner on behalf of the district welcomed and highlighted the district, Orenthung K Kikon EAC (P) presented the district profile and the shortcoming of the district while Superintendent of Police Bharat Lakshman Markad presented on the Security/ Law & Order highlights of the district. The CKS President Nungsanglambe Chnag also addressed on the draft representation which was submitted to the MDC later on.
The team members also responded on the grievances on the respective fields and they were of the view that the representation shall be analyzed and the team is confident that that the much needed shortfalls are to be heard at the earliest and rest shall follow the suite.

TAMLU OBSERVES BLOCK LEVEL NATIONAL NUTRITION RALLY
Tamlu Block level Nutrition Rally marking Rashtriya Poshan Maah has been flagged off by ADC & Chairman BCAP Tamlu Block, Y. Chingyak Konyak at the Office Premise of ADC Office Tamlu on 11th September 2019. He also administered Poshan Pledge to the officials of all Convergence departments and school children present for the Rally.
Delivering Keynote Address, Longlang CDPO & Member Secretary, BCAB, Tamlu reached out to the line Departments for better convergence in all the activities during the National Nutrition Month.
Dr. Baungan, MO Tamlu spoke on the health issues of adolescents girls and stressed that the age in the adolescent period is marked with tremendous changes in the body. He also stressed on the extra nutritional needs and cleanliness during this crucial period of life.
The program was chaired by Enyei, Block Coordinator Poshan Abhiyan Tamlu Block. Students of Christian English School, Angawadi Workers & Helpers, medical staff and RD staff participated in the program.
BHANDARI MEETING ON ILLEGAL IMMIGRANTS
A meeting was held at the official chamber of the Additional Deputy Commissioner, Bhandari on 11th September 2019 by the Civil administration, police, Lotha Students union, Eloe hoho and Lotha Hoho Bhandari to discuss on the possible influx of illegal immigrants to the state on the event of release of NRC list by the government of Assam and to take up steps to check and prevent their entry into the state through the border areas by taking adequate measure by all concern.
During the meeting which was held in the presence of the ADC Bhandari, Tiameren Chang, the students’ leaders led by its President and General Secretary Libemo Tsopoe snd Ashanthung Humtsoe highlighted on the issues on NRC and the activities taken up by the student body to prevent illegal immigrants.
The ADC asked the police to strengthen the police check gate and monitor strictly stating that no non-locals should be allowed to enter the state without required valid pass.
He also sought cooperation from all the NGOs and civil societies while checking ILP. All the members present assured that they would extend all possible cooperation and assistance to the administration and police to prevent entry of any doubtful and non-local people.
DC ORDERS TOTAL BAN OF SINGLE USE PLASTIC PRODUCTS
In pursuance of Government Notification, the Deputy Commissioner, Dimapur, Kevekha Kevin Zehol, with a view to eradicate the menace of plastic and various environmental and ecological challenges posed by rampant use of plastic, informed all concerned that the following single use plastic products shall be totally banned within the District with effect from 18th September 2019.
- All plastic carry bags, with or without handles, irrespective of thickness and size.
- Plastic cutlery including plates, plastic cups, straws, stirrers etc.
- Cutlery and other decorative, made of Styrofoam (thermocol)
- Poly-Vinyl chloride (PVC)
- Poly-propylene and
DC further informed all to abide by the order and defaulters will be penalized as per the provision of law.

SDPDB TSEMINYU HELD MEETING
SDPDB Tseminyu held monthly meeting at ADC conference hall Tseminyu on 10th Sept’19 along with Advisor for Vet & AH and Women Resources Development, R. Khing. SDO (C) Tsutsowe Kupa while conducting the meeting, welcomed the members, where
- Renbomo Odyuo SDAO and Er. Neilo Kevie SDO (R&B) as new Members make self-introduction at the meeting.
The meeting discussed on the requirements of Maths and English teacher in GHS Tesophenyu village, with regard to which the Chairman R. Khing had directed the concerned SDEO Yhunyule Kent to take verification on the matter and place the same in next SDPDB meeting for recommendation to higher authority for necessary action.
Dr Akashe Zhimomi, Senior Scientist gave power point presentation in which he highlighted about the management of KVK and their assigned job, which is for extension of agriculture production in the state, in connection to which the Chairman SDPDB and Advisor R. Khing had commented on the presentation being made by KVK Sr Scientist at the meeting, and also encouraged the various Agri & Allied departments and farmers to take advantage of having the establishment of KVK in Tseminyu Sub-division, for the benefit of one and all.
The meeting also discussed about the celebration of Ngada Mini Hornbill Festival cum Celebration of 50th Anniversary of Tseminyu New Town in November 2019, for which the Organising committee headed by ADC as convener was constituted.
Agendas, such as creation of Police check gate at Kanti village in NH-2 of Tseminyu Sub-division, and creation of Sub-Jail at Tseminyu ADC Hq were deliberated in the meeting, and the House then agreed for recommendation of both the agendas to higher authority for approval.
TOBU SDPDB MEETING
The Tobu SDPDB meeting was held on 10/09/2019 under the chairmanship of ADC Mudongoi Chuzho. After reviewing the last meeting minutes, members discussed on connection of power and water supply at Tangkhao Village; Construction of circular road at M/shu Village and Immediate connectivity of power supply under Tobu Sub- Division.
DISTRICT EDUCATION OFFICER WOKHA (DEO) CLARIFIES
DEO Wokha clarified that list of District Level Teachers Awardees under Wokha District 2019 are as follows: 1. Francis Reben Kikon of Isaiah Ability School, 2. S. Mhabeni Ezung of Mt. Sinai School 3. Satish Chandra Tiwari of GHS Sungro 4. Lithungo Lotha of GHS Nyiro and 5. N. Orenboni Lotha of GMS Wokha Town “A”. This was informed by DEO Wokha for clarification and not as published earlier.
This was done on the recommendation of the District Level Education Committee for District Award for the year 2019 in respect of Wokha District informed the DEO Wokha.

POSHAN RALLY ORGANISED AT SATAKHA
The Satakha ICDS project organised a POSHAN RALLY on 10th September 2019 in Satakha town as envisaged in the action plan of POSHAN MAAH.
Students and teachers of Government middle school and Government primary school, AWWs and AWHs and RD (NRLM) participated in the rally. T.L. Kiusumong Tikhir ADC (NCS) Satakha who is also the chairman of BCAPC flagged off the rally. The rally garnered knee interest of the public as the ADC and EAC also joined the walk. After the rally a short programme was held at Satakha area GBs hall. The programme was chaired by Ajongla Temjen CDPO Satakha. The ADC highlighted various programme under POSHAN Abhiyan and encouraged the gathering to avail the opportunities provided by the government through the different converging department. A short message on nutrition and Anemia was delivered by Hokhuli, Sr. Staff nurse and Kanili AWW presented a special number.
Sakuchingmak EAC (NCS) Satakha administered the POSHAN pledge, Atula Kikon DWO; Junito Jimo CDPO Zunheboto and Innoto, Supervisor graced the function. Vishiho Aye sr. Supervisor proposed the vote of thanks.
KHRIENUO TACHII APPOINTED AS NSCW CHAIRPERSON
In exercise of the powers conferred by sub-section (I) of the Section 4 of the Nagaland Women Commission Act, 2006 (Act No.6 of 2006), the Governor of Nagaland has appointed the following persons as Chairperson and Members of the Nagaland State Commission for Women with immediate effect.
- Khrienuo Tachii : Chairperson
- Chongliu : Member
- Nginyeih Konyak : Member
The appointment shall be for a period of 3 (three) years from the date of their joining the post and the terms/conditions/power/functions/honorarium of their appointment shall be regulated as per the provisions of the aforesaid Act and rules made there under from time to time.

CEO NAGALAND INFORMS ON ELECTOR VERIFICATION PROGRAMME
CEO Nagaland, Abhijit Sinha has informed all concerned that the Election Commission of India has launched “Elector Verification Programme” (EVP) from 1st September, 2019 to 15th October, 2019 for improvement of health of Electoral Rolls by verification/authentication of electors’ details. Electors may verify their details through:-
- “Voter helpline” Mobile app (which can be downloaded from Google Playstore)
- NVSP Portal (nvsp.in)
- By visiting Common Service Centres (CSCs)
- By visiting Voter Facilitation Centres (VFCs) at ERO/AERO office.
- PwD electors may call Voter helpline (1950) seeking facilitation.
In this regard, a Voter Facilitation Centre (VFC) is being set up at the office of the Home Commissioner, Nagaland Civil Secretariat to assist the employees who are registered electors to verify and authenticate their entries in the Electoral Rolls. The VFC will function from 11 AM to 4 PM from the 16th to 21st September, 2019.
Authentication of entry can be done by furnishing copy of one of the following documents:-
- Indian Passport
- Driving License
- Ration Card
- Identity Card for Government/semi Government Officials
- Bank Passbooks
- Farmer’s Identity Card
- PAN Card
- Smart Card issued by RGI under NPR
- Latest water/telephone/electricity/gas connection bill for that address either in the name of the applicant or that of his/her immediate relation like parents etc.
